It was of vital importance to them therefore that the forces of disorder which had temporarily been enlisted in "the People's Army" (Man Kwan) should be held in check by regular payment. I declined to allow any public fund for this purpose to be notified in the Chinese Press, or any public canvass whatever to be made. They have freely come for advice in their difficulties, and have shewn a keen desire to carry out my injunctions. It was largely in recognition of this spirit of loyalty, and his own share in producing it, that I ventured to ask you by telegram to recommend Dr. Ho Kai for Knighthood (apart from his long and eminent

Ka public services) and I am grateful to you, Sir, for having made

the recommendation to His Majesty.
